If you are still missing the option “File -> Application -> Install” in the menu of the Notes client although you already followed the instructions in this article, then try to set the value “enable.update.ui=true” in the file

Make sure you have closed your Notes client before you make any changes in order to avoid that Notes will overwrite them again while closing.

If you have the designer client you can switch it on in the preferences.
On my Ubuntu this file isn’t there but I have created it.
But at all I had to do several steps to be able to install plugings:
* Plugin_customization.ini ->com.ibm.notes.branding/enable.update.ui=true
* delete desktop policy in the personal names.nsf
* delete workspace directory
and then I was failing during the install for access reasons where I worked around with :
sudo chmod 777 -R /opt/ibm/notes/framework/rcp/deploy/
sudo chmod 777 -R /opt/ibm/notes/framework/shared/eclipse/
